What do I need before applying for a Category D learner permit, and how do I complete the application?

To apply for a Category D learner permit for bus or coach driving, you must first pass the Bus Theory Test and, if required, the Driver CPC Case Studies exam. Both exams can be booked through theorytest.ie, and official study resources are available through the app, book or disc. You will also need a completed driver medical report before attending your NDLS appointment. Once these requirements are met, you can submit your learner permit application on NDLS.ie, where the fee is €45. Bring your medical report and required identification with you on the day. These steps must be completed before you can begin bus or coach lessons.

Driver CPC is a mandatory qualification for anyone driving a bus or coach professionally. To complete CPC, learners must pass both the CPC Case Studies theory exam and their Bus Theory Test. When applying for your Category D driving test, you can also apply for the CPC Practical Test (walk-around exam), which evaluates your safety knowledge, vehicle checks and understanding of operational responsibilities. CPC is essential for roles in the commercial passenger transport sector and forms part of the professional qualification for bus and coach drivers.

There is no fixed number of lessons required by the RSA for Category D training. The amount of training needed varies based on your experience, confidence and ability to safely handle a large passenger vehicle. Throughout your training, your ISM Instructor will assess your progress and let you know when you consistently meet the RSA driving test standard. Lessons focus on on-road driving, manoeuvres, safety procedures and developing smooth passenger-focused driving techniques. The key is to complete enough training to feel confident, capable and prepared for the full RSA test.

Bus and coach lessons take place at the ISM Finglas Training Centre, located beside Dublin’s only RSA heavy vehicle test facility. This location gives learners access to reversing bays, manoeuvring areas and the ability to practise on official test routes. ISM operates one of Ireland’s largest and newest bus training fleets, with vehicles equipped with air-brake dual controls for enhanced safety. Training at Finglas ensures that learners experience the same environment and road layout used during the RSA test, which supports confidence and familiarity on test day.

The RSA Category D driving test takes approximately 70 minutes. It includes on-road driving across multiple routes, reversing manoeuvres at the test centre, detailed vehicle safety questions and a full walk-around inspection. These components are designed to assess your control of the bus, your awareness of passenger safety and your overall driving competence. The RSA test fee is €120, and if required, the CPC Practical Test costs €32. ISM Instructors prepare learners comprehensively for all elements of the test.

Bus and coach lessons cost €215 for a 2-hour session, and lessons are paid for at the time of booking. ISM provides training using a modern bus fleet, ensuring a safe and professional learning environment. Learners who receive social welfare payments may qualify for funding support towards the cost of lessons, and ISM can advise on the application process where needed.

Once your ISM Instructor confirms that you are ready, you may book your Category D driving test with the RSA. At the Finglas Test Centre, the average waiting time is approximately 8 weeks, although requesting a cancellation test can sometimes speed up the process. Depending on your schedule and test availability, many learners complete their training and test preparation within a few weeks.

Pre-test lessons take place at the ISM Finglas Training Centre, focusing on reversing manoeuvres, safety checks, test routes and common driving faults. These sessions are typically completed close to the test date and help learners feel confident and well-prepared. After passing your Category D test, ISM supports new drivers through the ISM Recruitment Driver Agency, which offers temporary and permanent bus driving roles. ISM partners with many of Ireland’s largest bus operators, giving newly qualified drivers access to employment opportunities in the passenger transport sector.
